Overview

The ALARP (as low as reasonably practicable) principle is the governing standard for safety practices in UK engineering. It requires designers and safety engineers to do everything they can to reduce risk, within the confines of what is deemed to be ‘reasonably practicable’.

The ALARP 2021 seminar will showcase a number of case studies from industry experts exploring practical demonstrations of ALARP. In addition, it features high-level discussions on the techniques for doing so including comparisons of quantitative and qualitative arguments and legal perspectives.

This event enables safety engineers and risk managers to examine what their counterparts in a broad range of sectors are doing to improve safety performance. This in turn allows them to better apply the ALARP principle in their day-to-day work to reduce the risk of safety-critical accidents, and the exposure of their business to legal or financial penalties.

Pete Stewart: Chief Engineer and Discipline Lead, Atkins and Chair, IMechE Safety and Reliability Group WG2

Pete Stewart has over 30 years’ experience in the nuclear and high hazard Industries as both an Engineering Officer in the Submarine Service of the Royal Navy and as an Engineering Consultant. He has acquired extensive experience in programme, project and financial management for nuclear and oil & gas projects. Pete is a Chartered Mechanical Engineer with a Bachelor Degree in Mechanical Engineering from Heriot Watt University and a Master’s degree in Nuclear Science and Technology from the Royal Naval College, Greenwich. He is a Fellow of the Institution of Mechanical Engineers and the Chair of the Safety and Reliability Group within the Institution. In his current role with Atkins he is a Professional Head of Discipline and Chief Engineer for Nuclear safety Assurance.

Lawrence Waterman OBE: Founding Partner, Park Health & Safety Partnership

Lawrence continues to work on major projects, and has roles with Tarmac (CRH), Careys and others. He spent nearly 10 years as special advisor to the Chief Executive of the London Legacy Development Corporation, as it transformed, opened, operated and continued to develop the Queen Elizabeth Olympic Park. Lawrence was Visiting Professor at Loughborough University for many years, is Past President of IOSH, was Project Director for Constructing Better Health, and Director of HS&E for the Battersea Power Station development. A recipient of the Institution of Civil Engineers Medal for Safety in Construction in 1995 and 2012, of the President’s Medal for contributions to civil engineering, and in 2005 of the RoSPA Distinguished Service Award. Lawrence was appointed OBE in the Queen’s Diamond Jubilee Honours.

He is Chairman of the British Safety Council, and works as a Founding Partner within the Park Health and Safety Partnership, a multi-disciplinary team of safety advisors, occupational hygienists and health practitioners. Lawrence was Head of Health and Safety through the stages of preparation, construction, operation and handover of the facilities and infrastructure for the London 2012 Olympic and Paralympic Games.

Steve Corner: SHEQ Systems and Safety Standards Manager, BOC Gases

Steve is an experienced engineer and safety practitioner, and a Fellow of the IMechE. With experience in the heavy electrical, steel and water sectors, he has specialised in gases (industrial, medical and food) for many years and is currently Product Stewardship technical authority for BOC in Great Britain and Ireland. Steve’s work includes engagement with trade associations, regulators, government departments and other stakeholders across the UK, Republic of Ireland and beyond. Demand for gaseous, liquefied and refrigerated gases, and especially developments in the field of alternative fuels, ensure that varied and interesting challenges abound in gas safety.

Andy Brazier: Risk Consultant, AB Risk Limited

Andy is a risk consultant specialising the process safety and human factors. He has a chemical engineering degree from Loughborough University and PhD from Edinburgh University. He has worked as a consultant since 1996. He is an Associate member of the Institution of Chemical Engineers and Chartered member of the Institute of Ergonomics and Human Factors.

Andy's combination of engineering and human factors experience means he is particularly able to take a systems view to address the full range of technical, process and people risks. He has a reputation for being able to assess complex situations and developing practical and effective solutions. Although based in the UK, Andy has worked on projects around the world. His areas of expertise include critical task analysis, safe staffing arrangements, safety critical communications and management of organisational change. Andy was the lead author of a recent update to the guidance document EEMUA 201, which is concerned with all aspects of control room design; and he is too a lead role with a small team to write a compendium of the works of the late Trevor Kletz, the guru of process safety.

Dr Greg Black: Senior Advisor - Advanced Nuclear Technologies, Environment Agency

Greg is a Senior Advisor with the Advanced Nuclear Technologies (ANT) Policy team in the Environment Agency. He is the Project Lead for the Environment Agency’s work on ANT which focusses on ensuring the organisation is capable of assessing and permitting mature SMRs, generation IV designs and fusion in the future. Greg was previously a Senior Nuclear Regulator and worked on generic design assessment (GDA) of nuclear new build designs in the UK as well as being a nuclear site regulator. Greg has PhD in nuclear engineering with a background in nuclear fuel and nuclear graphite waste management.

Keith Miller: Member, IMechE Safety and Reliability Group

Keith has over 30 years of experience in the oil and gas industry, as a technical safety engineer responsible for safety cases for onshore and offshore facilities. He challenges poor practice and questions the efficacy of safety systems, which has resulted in many innovative projects that have improved safety and business competitiveness. He is a passionate advocate of the well-reasoned argument and has published work debunking probabilistic processes. He is also the author of the IMechE’s report ‘ALARP for Engineers: A Technical Safety Guide’.

James Todd: Strategic Business Director, AECOM Ground, Energy and Transactions

James is a Technical Director and chartered geologist in AECOM’s Ground and Energy business. James has cross sector multidisciplinary project experience including, major infrastructure projects in the UK, oil and gas terminals and pipelines in the Middle East and Asia, hydroelectric schemes in Europe and large-scale construction projects in Africa. Recently James has

James has a keen interest in asset management and the application of ALARP in relation to geotechnical assets. He has recently worked with clients such as bp in Azerbaijan and Highways England (now National Highways) and Network Rail in the UK, to address challenges faced with the risk based asset management of their geotechnical assets, in the context of an rapidly changing climate and environment.

Paul Eaves: Associate Director, AECOM Ground, Energy and Transactions

Paul is an Associate Director and chartered Civil Engineer in AECOM’s Ground Engineering business. He has considerable experience in the design, construction and management of earthworks assets and special geotechnical measures. This experience has been gained from leading several complex earthworks projects for UK clients including Network Rail, Highways England (now National Highways), Crossrail and numerous local authorities and private developers.

Recently Paul has been working to support clients in enhancing their approach to geotechnical asset management, evaluating asset management policies and standards and making recommendations on potential improvements and trailing emerging technology for monitoring asset performance.
