With the application of ALARP varying greatly depending on technical and economic context, ALARP 2016: Risk Management for Engineering will bring together thought leaders across the engineering functions to discuss solutions in risk management.

With ALARP cases being examined by regulators for legal and regulatory purposes, understanding best practice and how to prove that ALARP has been properly implemented is key to delivering effective risk management. Sessions will allow for a comprehensive insight into how ALARP cases work in the operational field, whilst also addressing how to ensure return on investment and that the risk management remains proportionate.

This must-attend one-day seminar explores the various methods of implementing ALARP in different engineering contexts and how to demonstrate that it has been implemented correctly. Sectors covered include Rail, Oil and Gas, Power and Defence

Paul Stanworth: HM Specialist Inspector of Health and Safety, Hazardous Industries Directorate, Chemical Explosives and Microbiological Hazards Division (CEMHD), Health and Safety Executive

Paul Stanworth is a Chartered Mechanical Engineer working in the Health and Safety Executive’s Chemicals, Explosives and Microbiological Hazards Division. His role involves providing engineering support to regulatory inspections and investigations, particularly those carried out as part of HSE’s Ageing Plant work stream at major hazard sites subject to the Control Of Major Accidents Hazards (COMAH) regulations.

Jeremy Lewis: Safety and Reliability Group, Institution of Mechanical Engineers

Jeremy Lewis has worked as an Engineer in the process chemical, oil and gas industries, where he specialised in providing advice for equipment safety and reliability. His particular expertise is in the assessment of high hazard rotating equipment and machinery, and co-authored the HSE’s Machinery and Rotating Equipment Integrity Inspection Guidance document. He is the current Deputy Chairman of the Institution of Mechanical Engineers Safety and Reliability Group, and the Chairman of the Engineering Safety Working Group, and as such has being involved in the sharing of safety and life experiences across petrochemical, chemical, aircraft, nuclear, and transport industries.

David Forsythe: Head of Nuclear Safety Decommissioning, Sellafield Ltd

David Forsythe joined what was then British Nuclear Fuels Ltd as a graduate mechanical engineer and management trainee in 1992, after a four year career in Air Traffic Control. He is currently the Head of Nuclear Safety for Decommissioning at the Sellafield site and in the 24 years since joining he has held management positions in operations, operations support, projects and safety cases on, or in support of, decommissioning of legacy nuclear facilities operated in the 1960s, 70s and 80s. The majority of his time has been spent developing pragmatic approaches to difficult safety cases in high hazard facilities culminating in the development of a risk based approach to nuclear safety.

Paul Marks: Safety Case Team Leader – Design Authority, Nuclear New Build, EDF Energy

Paul Marks is a Safety Case Team Leader with EDF Energy, and has worked on the Hinkley Point C and Sizewell C projects since 2011. Paul leads a team of engineers who are responsible for the delivery of the safety case to pass the first regulatory hold point for the construction of Hinkley Point C, and also for the nuclear safety assurance of all hazards protection and site characterisation safety case documents prepared for both projects. Paul has 18 years’ experience of working within the nuclear industry, including three years additionally working on rail and oil and gas projects.

Shane Turner: Principal Inspector Nuclear Safety, Office for Nuclear Regulation – Civil Nuclear Reactors Programme

Shane Turner is currently a Principal Inspector of Nuclear Safety in the Office for Nuclear Regulation (ONR), specialising in probabilistic safety analysis and the application of the ALARP principle. He is also a member of ONR’s internal ALARP group, providing expertise and training relating to ALARP across ONR. Shane has also previously provided support to other safety regulators on the application of ALARP in non-nuclear areas, including in the on-shore chemical and railway sectors.

Brian McGinnity: Professional Head of Civil Engineering, London Underground

Brian McGinnity is the London Underground Head of Civil Engineering and Construction. He has over 35 years’ experience in civil, geotechnical and mining engineering working on a variety of projects both in the UK and overseas. Currently Brian leads a team of 200 staff engaged on the inspection, assessment, design, renewal and upgrade of London Underground’s Infrastructure. Brian has 25 years’ experience with London Underground in a variety of roles associated with the asset management and upgrading of railway infrastructure.

Reuben McDonald: Head of System Safety, HS2 Ltd

Dr Reuben McDonald is Head of Department for System Safety, Security and Interoperability for the High Speed Two (HS2) Rail project where he has been for the past two years. This includes setting strategy, safety criteria and processes as well as performing the risk assessments across infrastructure, rail systems, rolling stock and operations.
Prior to joining HS2, Reuben worked at the Rail Safety and Standards Board (RSSB), leading the safety analysis for the European Rail Traffic Management System (ERTMS) operational concept and developing guidance on the Common Safety Method for Risk Assessment; as well as at National Air Traffic Services as Communications Navigation and Surveillance Safety Manager. During a decade as a technical consultant, primarily working for DNV, Reuben worked on satellite navigation, avionics, air traffic management solutions and railway safety for diverse clients across Europe. Reuben read undergraduate Physics at Warwick University and continued to a PhD in Quantum Field Theory from the University of Manchester.

Marcus Dacre: Head of Risk, Rail Safety and Standards Board (RSSB)

Marcus Dacre is Head of Risk at RSSB. He manages the Risk Department, which provides risk assessment and modelling expertise to mainline rail industry in Great Britain and maintains the Safety Risk Model. Marcus joined RSSB in 2005 after spending the early part of his career modelling aviation risk at National Air Traffic Services (NATS).

Richard Hodges: Senior Engineer, Technical Safety and Process Engineering,, SABIC UK Petrochemicals

Richard Hodges is a Chartered Chemical Engineer, graduating from Cambridge University in 1990. He has 25 years’ experience in the petrochemicals industry, starting out in process engineering, then operations management on the Olefins production units and logistics, before moving into an Environment, Health, Safety and Security (EHSS) role. His current role provides professional process engineering and process/technical safety leadership for SABIC UK Petrochemicals.
He also has responsibility for the site Process Safety management programme, including development and maintenance of process safety metrics, training programmes to improve process safety competence, and sharing best practice with colleagues within SABIC.

Mike Johnson: Principal Consultant, DNV GL

Mike Johnson is Senior Principal Consultant in DNV GL and has been involved in major hazards and risk studies in the oil and gas industry for over 30 years. This work has ranged from risk consultancy through to managing large scale experimental projects to study explosions and fires at the DNV GL Spadeadam Testing and Research Centre. He was member of the working group that recently updated the Oil and Gas UK Ltd guidance on risk based decision making.
