Overview
Health and Safety is the number one value at Crossrail. Crossrail have pursued a Target Zero strategy in which three principles are clear: everyone has the right to go home unharmed; all harm is preventable; we have to work together to achieve this. There are six pillars underpinning Target Zero, which structures a performance culture that balances leading and lagging indicators.
The ‘Gateway’ programme has been developed in which our contactors can highlight their excellence above the norm and gain credit for this, which is developed into a systematic performance measure that lies at the heart of what we do. This is part of a core governance culture that drives down through the organisation, and enable a bottom up challenge that drives change.
The talk will set out in detail how this all aligns to drive an ever improving H&S record, exceeding industry average and exceeding the Olympic Delivery Authority performance.

Martin Brown: HSE Director, Crossrail
Martin Brown has been Health and Safety Director for Crossrail Limited since June 2016. Before that he chaired the Independent Railway Assurance Board for Crossrail. His previous roles include Director of Health, Safety and Environment for London Rail, during which he led the Technical and Operations assurance that enabled London Overground to commence service; Health, Safety and Environment Director at Tube Lines; Assistant Chief Inspector of Railways at HM Rail Inspectorate; and Deputy Superintending Inspector of Factories for the Construction National Interest group, at HSE. Martin was the independent safety expert on the Olympic Delivery Authority Games Transport Safety and Security Committee and gave detailed evidence at Lord Cullen’s inquirí into the Paddington rail crash.
